Mr. Brosin is in hourty support of this
proposal, regarding which he writes:- "Tho natural and os-
tablished method of enigration in China is for the family
council to select the mombor who shuil emigrate, wx to
contribute towards the cost of his passage ac. The origrant

probably the o:igration to Billiton is conducted on these
lines, and it is singularly free from abwes.

Genorul hero anticipaten a further and useful dovolopment of
the uchono proposed, in that the funds for the qmigrant's
pausage etc. will be provided by his own fusily or clun in-
stond or by the recruiter and when this system oventustos, a
further utep will have boon taken towards the substitution of
froe for contract labour inasmuch as the guarantoo for re-
covery of expenece incurred will no longer be necessary. it
is probable that the Hongkong Government would be able to
promote this system by giving the 6aigrante & status different
from that of assisted knigrants and relaxing some of the
Regulations in their favour.
